Sure, but if the govt just threatens private businesses then they’ll likely never have to follow through. The colleges themselves can and will be the ones to ban all forms of protest, with a wink and a nudge from the govt that it’s just fine.
There might be a bit of performative tut-tutting from the administration when one of the campus cops goes overboard and hurts somebody publicly but remember sweaties, all Brando actually did was dogwhistle ask colleges to crack down on antisemitism. Those colleges or that cop are the ones who went overboard.

it doesn’t matter though, as the point of the restriction would be to chill speech in the short term when the most overt genocidal acts are occurring; the restriction will have served it’s purpose by the time it is struck down.
