They may have done it because they might know it’s next to impossible they’ll face consequences for doing so, because lawyers are expensive and growing up traumatized sucks.
I have known guys like that who would simply break the law by tackling running shoplifters
They’ll say that, but actually doing it gets you fired on the spot, so they’re either making it up or did it exactly once.

it’s illegal but that doesn’t mean they’re lying. a homeless person or a nonwhite teenager gets assaulted by a private piggy and the real cops will side with the assailant every time.
