According to a leaked FBI document, Telegram is the messaging platform that they have the least access to metadata for. I still don’t think it would be wise to use it for opsec though.

Telegram is privately owned by some Russian bililonaire so I wouldn’t rely on things being this way forever, but according to the document they can get slightly more info from Signal than Tele
