Juan Carlos Pagotto, Argentinian libertarian senator, argued that some large families, facing extreme situations, may be forced to give up their children and that sanctioning them would leave the rest of the family unprotected. However, his inclusion of this exception in the opinion without prior discussion was widely criticized.

During last Thursday’s session, the bill was approved unanimously with 63 votes in favor. However, the intervention of Senator Pagotto, president of the Commission, generated a strong rejection. Pagotto introduced modifications not previously discussed, seeking to exempt from punishment parents who surrender their children due to “state of necessity”.
